Program for Participation and Assessment and Plan for Environmental Impact Assessment
On December 3, 2020, § 47, the Planning Section of the Municipality of Vörå decided to initiate the preparation of a partial master plan for the Roukus Wind Farm. An environmental impact assessment (EIA) will be conducted as part of the planning process in accordance with the EIA Act.
The participation and assessment scheme (PAS) for the partial master plan, along with the associated environmental impact assessment plan (EIA), will be publicly available from March 23 to April 22, 2022.
An open information session for the public regarding the master plan and environmental impact assessment will be held in the Norrvalla auditorium on April 6, 2022, from 5:00 to 7:00 PM. Coffee will be served at Elsa’s Kitchen at 4:30 PM. The planning consultant and project managers will provide information about the PAS/EIA process and the project’s progress.
Energiequelle Oy plans to construct a wind farm with up to 7 wind turbines in the forest areas of Roukus and Isomäki, located south of the village of Kimo and east of the Kuckus residential area in the Municipality of Vörå. All the alternative routes for electricity transmission, to be examined in the project's environmental impact assessment (EIA), are entirely within the boundaries of the Municipality of Vörå.
To implement the project, a partial master plan for wind energy and an environmental impact assessment in accordance with the EIA Act must be prepared. The planning process and the EIA procedure are conducted jointly, as enabled by the new EIA Act (252/2017). This process will result in both a partial master plan and an EIA for the project. Planning consists of four phases: initiation, preparation, proposal, and approval. The environmental impact assessment consists of two phases: the EIA plan (published as part of the participation and assessment scheme) and the environmental impact report (published as part of the planning material, i.e., the draft plan). The master plan is prepared in accordance with section 77 a of the Land Use and Building Act, allowing it to be directly used as a basis for granting building permits.
The participation and assessment scheme for the partial master plan, as well as the associated environmental impact assessment plan, will be available online at www.vora.fi/roukus and on the ELY Centre’s website at www.miljo.fi/roukusvindkraftMKB
During the public display period, opinions and comments on the documents may be submitted. Opinions and comments must be submitted in writing to the Municipality of Vörå, Vöråvägen 18, 66600 VÖRÅ, or by email to vora@vora.fi

As part of the EIA process, the statement by the coordinating authority, the ELY Centre for Southern Ostrobothnia, regarding the environmental impact assessment plan will be made publicly available no later than one month after the deadline for submitting statements and opinions.
